VerifiedHi. Thanks for asking your question and requesting me. I will try and help you out.
The first thing I would do is verify the oil pressure with a manual psi gauge. It's very possible the sensor is reading inaccurately.
If the sensor is reading correctly. I would suspect the oil pump is faulty. The reason I say this is the only way to get high oil pressure is from a faulty oil pump. Basically the relief valve is stuck closed.
I would consider replacing the oil pump first.

Yes the valve in the filter base could allow the pressure to drop below 15 psi. When it opens the oil pressure will fall.
