i have a 416 series II cat. backhoe. its quit pulling a few weeks ago. changed filter and checked fluid. pulled declutch valve out and it seems to work ok. any ideas.

Please post the serial number of this machine.
Have you tried leaving the neutralizer disconnected? Some serial numbers are always powered and others are only power to declutch the transmission.
Is the power to this solenoid all the time? Do the neutralizer switches work correctly?
Did you cut open the filter and inspect it for debris?
Did you find any debris in the oil?
Did you remove the strainer and clean it? If so, did you find anything in it?

the serial no. is 5pc16249. i cut the filter open no large flakes of metal or clutch material. where is the strainer you asked about. i unpluged the solenoid and it didnt change anything.when i mash the neutralier switches it puts 12 volts on the solenoid. if im thinking right unpluging the solenoid should keep it in gear. i unscrewed the solenoid and the plunger comes out with 12 volts goes back in with no voltage.

You will need to drain the oil again to see the strainer.
What was in the oil? What color was the oil? What type of oil did you replace it with?
How much oil did you recover? How much oil did you need to refill it?

pulled the screen out, it was stopped competely up. looked like a mixture of sand and rust. i changed the oil about 2 years ago. its got about 50 hours on the oil. i went to caterpillar bought the oil. when this happened i just changed the filter not the oil. i pulled the filter back off to night it has no oil in it like its not pumping oil. i would assume its because of the stopped up screen. the oil when i drained it looked like it had moisture in it. when i pulled the screen cover off a rubber o-rinr and a metal ring fell off which way do they go back. what do you recomend to do. went back and looked what come off the screen, looks like metal shavings in it to.

It is screen, o-ring, metal ring, then the cover.
I hope you have extra oil. I would fill it and see if your pressure returns. If you did not run it completely dry, the pump may be ok. It is worth a try before going to deep into anything else. Fill the transmission and operate it up to normal temperature. If everything is working fine, drain the oil and pull the strainer again. See how much debris is caught again.
If little to no debris is seen, refill and pretend nothing every happened.
If it is full again, expect to be rebuilding the transmission soon.
If it does not move, the transmission will need to be removed to see if pump is damaged. It is mounted in the front, just like a car transmission. Inspect the drive tangs on the convertor also for damage, replace as needed.
If you get it working but, find more than small debris in the screen, run it a day or so and then change the oil again to see how much debris is collecting in the screen.
Change the filter every time you find debris in the screen.

I put the screen back in, put new filter and fluid. it started pulling. I drove it around pick up some gravel, it seemed to do ok. now the front pump seal is leaking. so I guess im going to need to pull the transmission anyway. so while im in there what all do I need to check or replace. do you have diagrams on the pump and clutches when I get in there. what all do you think I need to check. do I need to run it more before I take the transmission out.

I would run it for half a day if the leak is not too bad. Work a stock pile or push off some ground to get the transmission hot. Try different speeds to see if the forward or reverse clutches slip. If you don't feel any slip, don't worry too much about a rebuild.
Let the strainer tell you if you need to rebuild it, if you find a large amount of debris, the transmission will not last long. Slipping can be due to the pump is damaged and leaking. That is why I would recheck the strainer before deciding anything.
If strainer stays fairly clean, you should only need a pump and a convertor if the shaft is damaged.
The convertor is bolted to the flywheel and should be disconnected before dropping the transmission. I raise the machine as high as possible and block it up, then drop the transmission out the bottom.
