I gave up, turned PC off, and went to dinner. Got your msg. Started pc and error message spawned C: drive clean. Restarted with login and immediately got "welcome" and populated screen.
Appears it was the Toshiba backup. NTI Backup

The problem apparently fixed itself after it resolved the problems. NTI Backup was the problem. Self Healing.

So it allow you to access the system?

Elgin; I can now log on to my computer but there remains several problems that need attention. Settings are all messed up for Windows 10 functions, e.g. Task View and functions. I can't start Edge which is my primary browser. Emil problems, video size set wrong,
