Purchased laptop, not the one I'm on, and while setting up accounts it has locked out

Technician's Assistant: What's the brand/model and Operating System (OS) of your laptop?

Hp windows 10

Technician's Assistant: What have you tried so far with your HP? Have you installed any updates recently?

It came refurbished with 10 and contacted hp and they said an error while adding an account caused lock out

Technician's Assistant: Anything else you want the Computer Expert to know before I connect you?

It was working fine under my account but I added my wife and that is when this problem started
