At startup screen shows 'NO BOOTABLE DEVICES FOUND"

Technician's Assistant: What exactly is having screen issues?

Dell Inspiron 13- 5000 series laptop with windows 10 operations system

Technician's Assistant: Have you tried rebooting from a DVD or flash drive?

No, took machine to tech at Staples stated all hardware seems to be visible but no communicating, he suggested reprograming with new windows 10. but would lose all data on hard drive which I would like to avoid if possible. I did not receive startup drive with machine when new.

Then hold Shift (the left one)

And with it held, power it on and keep pressing F8 until you get to a menu
