Failure to turn Off is often a sign that your printer is getting old.

'Turn it' OFF by pulling the power cord on it from the outlet.

Then, let it sit without power for at least 20 minutes, or longer.

Then plug it in, and see whether it turns On and acts normally.

Let me know, in Reply, how that goes - and any other problems the printer is having, so that I can advise you as to the general condition of the printer and make appropriate recommendations.
