I have Windows 7...

I have Windows 7 now Windows 10 downloaded and shut down Windows 10 update. Next use was slow response and msn became unresponsive.shutdown with another update pending. Next use Rogers had scanned no threats found login page very slow to load.typed in password ***** dark grey only mouse curser visible.

No, it is an additional service to connect to your computer.

If you were to take your computer into a repair shop, they would charge $99 to just view the issue.
