Long story short, windows mobile device center was definitely not working right, no matter what, possibly corrupted? I deleted wmdc because of a corrupted message. also found it could be reinstalled

Actually in Windows 10 it is called Sync Center now. Is that what you were using?

It should operate similar to WMDC. Other wise select sync setup then connect your mobile device to a USB port on your computer.

If it won't open then there is something else happening. That program is embedded within Windows.
