I'm sorry about the issue, When did this start ? what is the model and brand of your computer ? also do you have a windows 10 installation disc ?
HP Pavilion do not have a disc
Please boot into safe mode (Additional information) and do a System Restore of your Windows 10 os by following the steps below :
1-Boot to advanced startup options, Click/tap on Troubleshoot.
2-Click/tap on Advanced options. then Click/tap on System Restore
3-If prompted, click/tap on an administrator account.
4-click/tap on Next
5-Choose a different restore point, and click/tap on Next.
6-You should use the restore point with a date when you still don't have this issue

I have tried the different steps where possible. Windows will not reboot.
I get no screen to show a start button or any other options.
The screen I get has the date and time on it and an icon saying I have no
internet connection. If I click on this screen it should come up with a sign-in
box but it does not appear. The shut off button does appear. If left alone
the screen reverts back to date and time.
Ok, you will need to create a Windows 10 ISO image and burn it into a blank DVD, Please download from : https://www.microsoft.com/en-us/software-download/windows10
Insert the DVD, Once your computer is set to boot from the DVD, The Windows logo will appear on screen, this might be here for a while, as long as you see the indicater, everything should be ok.
Click Next, Click Repair your computer, Click Troubleshoot, Click System Restore, click Next.
Choose a different restore point, and click/tap on Next. You should use the restore point with a date when you still don't have this issue

The laptop I am using will not open the websites you have mentioned.
I have no other way of downloading and burning on a disc. I seem to be
running out of options. I do not know if disc reader willl work.
