What is your PageFile.Sys setup on the computer? You can view that in the System Properties > Advanced. I only need to know how much space you have given to the PageFile Swap file.
Okay, go ahead and change that to no page file. Set it, click apply, click Ok, restart the computer and test whether or not you have anymore lag.
Being that you have twice as much memory as before, you don't need that pagefile swap file. The swapfile itself may be causing the issues.

Which version of Windows are you using?
- Hold down the two following keys at the same time: Windows key and the letter R- In the box that comes up, type: sysdm.cpL- Click the Ok button.- Click the Advanced tab.
- Click the Settings button under Peformance.
- In the window that comes up, click the Advanced tab.
- Click the Change button.
- Choose the No paging file option.
- Click the Set button.
- Click Ok
- Restart the computer.

What is the FPS now?
That is not a bad FPS rating. The game is still lagging? Does it only lag in Sniper Mode View or does it also lag in other views?
What was your FPS before the ram upgrade?
If you remove the extra ram, does it fix the lag issue?
I am confused. You used to get 20 FPS, now you get 60 FPS, which is 3 times faster/better.
So your fps rating is 3 times better, but you now have lag? You didn't have lag before?
How much more lag do you now as compared to before you did the ram upgrade?
Turn the computer off, uninstall the ram that you installed and test the game once more. Does the lag still remain or does it go away? You may have some faulty Ram.
Take out all of the new ram. Leave only the old ram in the computer and test it.
