After removing malware defender is not working because the malware messed with group policy settings. Since I don't know C++ I can't repair it...
JA: What kind of computer do you have?

Win 10. On security settings page when I try enable defender its greyed out. At top of page says some settings are managed by your organization.

I have no organization. That was part of the malware that used C++ and xml statements to change group policy settings and disBLE DEFENDER LONG ENOUGH TO INSTALL THEIR MALWARE.

Okay, please download following Malware cleaning tools. Then install and Run it. Remove all the infections it find.

Hitman Pro https://malwaretips.com/download-hitman-pro

After scanning with all these tools and removing the infections once again try to start defender and let me know the result.

I have downloaded and ran suggested files. Several hundred pup's, tracking cookies, and 4 adware programs were removed! Defender still doesn't work though...

If you have another Antivirus program installed on your computer, Defender will not turn ON. If your system time is wrong, defender will not ON. Can you please remove iObit malware fighter and check again? Windows firewall is not a problem.

I only wanted the periodic scanning part on and when I press the button in settings a window pops up that states if I want to run defender, contact an administrator of security to enable it via group policy settings.

Okay, then please go to C:\Program Files\Windows Defender\ and right click on MSASCui.exe and select Run as Administrator.

If the same error occurs again, please do the following:

Hold down Windows Logo key and press R key on your keyboard.

You will get open the Run command box.

Type regedit in the run command box and press Enter.

Open HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows Defender in the registry and look for a value DisableAntiSpyware and just delete that value.

Now try to run defender again.
