Cant get the diagnostic policy service started, in spite of

cant get the diagnostic policy service started, in spite of being on account with admin priviliges
JA: Have you contacted anyone about your account?
Customer: tried manual start in settings, enabling DCHP
JA: Have you installed any updates recently?
Customer: toshiba satellite S855
JA: Anything else you want the computer expert to know before I connect you?
Customer: no got it used from friend updated drivers for lan and ethernet from toshiba site

In the Services window scroll-down to find a service with the name “Diagnostic Policy Service”.

Right-click on this and select Properties, and try turning on the service.

If that doesn't work, then start up a Command prompt in administrator mode, then in the Command Prompt Window you need to run the following two commands one by one:

net localgroup Administrators /add networkservice
net localgroup Administrators /add localservice

Exit the admin command prompt and restart the computer to apply the changes.

this did not work . I also tried DNS Flush in commamd prompt. IPv 6 IPv4 will not enable what needs to be checked. How do I I get undeniable admin rights. I am the only user and the account is set to administrator level. But there are still things the system will not let me do .

Go to the Security settings, select Change Permissions, and tick the checkbox labeled “Total Control” and press OK.
