In the Services window scroll-down to find a service with the name “Diagnostic Policy Service”.
Right-click on this and select Properties, and try turning on the service.
If that doesn't work, then start up a Command prompt in administrator mode, then in the Command Prompt Window you need to run the following two commands one by one:
net localgroup Administrators /add networkservicenet localgroup Administrators /add localservice
Exit the admin command prompt and restart the computer to apply the changes.

Go to the Security settings, select Change Permissions, and tick the checkbox labeled “Total Control” and press OK.
Special Permissions should be included as well when you select Total Control.
