Trying to rebuild a socket 775 system. The hard drive

Customer Question

trying to rebuild a socket 775 system. The hard drive containing the OS failed, so I installed a new "spare" drive I had. Threw in the Win 7 OEM disk and it starts to load, then I get the " Windows has encountered a problem communicatin..."message. So I ordered another CD-ROM drive and HDD, and I'm still getting the same message.
JA: To clarify, what error message are you getting?
Customer: windows has encountered a problem communicating with a device connected to your computer
JA: Have you installed any updates recently?
Customer: As stated< the HDD containing the OS failed. Trying to re-install OS on a new HDD
JA: Anything else you want the computer expert to know before I connect you?
Customer: no

That's what I keep trying. It starts to load files, but freezes shortly after starting, then the familiar communicating error message pops up

boot the computer tap on F8 go into the windows advance option screen let me know once you are there.

Customer: replied 9 months ago.
Swapped boot order to HDD 1st, then CD-Rom, rebooted, holding down the F8 key. It paused at the same spot momentarily, then a beeplike noise from the CD-Rom, then continued to load files. Windows is installing at this time. Odd
