Windows 10 updated onto my computer and now is hung in a continually trying to restart state.It is an Dell Inspirion One 2020.
I restart it and the same thing happens. How do I get the computer to restart so I can remove the Win 10 update?

Please turn off the PC then, turn on and hold the shift key and start tapping the F8 key with another finger, let me know what happens.

A blue bar up here to the bottom of the screen and held in place not moving more than an eighth of an inch out of probably 3 inches. When I let go of the shift key the blue bar continued all the way across the screen on the computer went back to doing what it was doing before. In the upper right-hand corner it did have a F 12 boot options stated on the screen

The pictures came after it ran a diagnostics, not a boot manager. Selecting boot manager only took me back to the same screen with the icon spinning.

1) Please press and hold down the power button for 30 seconds. During this time the computer will turn off.

2) Press and release the power bottom to turn computer back on

3) Without pressing ANY keys , please tell me exactly what happens and where it appears to hang.
