From a Hallmark DVD.
Waiting for over 20 minutes, now.
Nothing shows up on the status bar.

Does the hard drive sound like it is busy?

The DVD drive does. Makes an interesting sound, like the head keeps switching back and forth, trying to figure out where to go. Does it on both 2013 and 2016 discs.
