It's an XML document... a sort of code I do not know how to read.

Who, what Expert, in what category, were you intending it to reach? I suspect I'm not the one it is intended for, and would like to direct it properly to the right person or Expert's attention.

I suspect that you created a new question, instead of using the Reply To Expert function for the Legal Category question you were intending the RF3 document for. But I'm not sure what's going on, yet.
