I'm not sure you *can* have that done. What you are describing basically is, of course, the re-recording of DVDs in a different region, on different discs.

Unfortunately, something else is involved: copyright law.

If you don't have a right to copy those DVDs, you don't have a right to copy them in a different region-encoding scheme either. (The region-encoding scheme for DVD regions was, in fact, evolved partly as a copyright-protection mechanism.)
