Ok if the keyboard is not working then it is keyboad issue . try to use USB keyboard if you have one .
but there seems to be hardware issue in keyboard which prevent you to do anything .
In the login screen after restart ,try to press
Windows LOGO key + U on keyboard to select onscreen keyboard .
If the existing keyboard and mouse is not working please use one USB keyboard to get past that page .
You can get then USB keyboard from any PC accessory shop .
