Please turn off the computer, then turn it back on, then keep holding the key Shift, then keep pressing & releasing key F8 repeatedly and quickly Does this get you to a menu?

No it doesn't. The power button light just keeps slowly fading on and off

Try re-seating the RAM modules. Sometimes a blinking power light attempts to indicate that one has come loose and the system can't boot properly.

Please download a free iso image of windows 8 from this link : http://www.downloadfreeiso.com/2013/06/windows-8.html then burn the file you just dowlaod into a blank dvd. then follow the step by step instruction on this tutorial video : https://www.youtube.com/watch?v=kHDf0h-PzH4

Try to Press F12 when the BIOS splash screen displays. You should get a menu of boot options. Arrow down to the Boot from CD-ROM option and press Enter

you can also try F10, F11 ect.....
