This is not a documented error message. Are you sure it doesn't say "decrypting data: No Data"? If so, this means that the file your decrypting is either empty or corrupt. The encryption keys are correct but there's something wrong with the file. If you'd like me to try to decrypt it to verify I can. However, when a file is encrypted it only takes a single bit for to fail is a corrupt file. And to the source of encrypted data, it's nearly impossible to recover if it is corrupt. What I would do if you can is get another copy of the file.
