Ok, well that is my last resort answer contacting them directly like you did.
Since they did not answer, I would complete the contact the from again. Make sure you give the right contact email and tell them you have completed the recovery form many times, but have been unsuccessful. Tell them you want them to verify your account manually.
By chance, did you ever pay for Hotmail or MSN Plus?
Did it start with suspicion on the account cause of the different country or the password ***** forgot?

Signing into the account with a Russian proxy
through a proxy server
I'd have to connect remotely
I can connect to a free Russian proxy and see if I can full MSN into thinking you are there
