My pc is running windows xp pro. I am using a microsoft wireless laser mouse 5000. How can I set the wheel to expand and contract audio signals when editing audio like it does in Windows 7 pro?

It might depend on both the software settings and the mouse driver

Just for fun try holding the shift or ctrl key down when scrolling the wheel.

Otherwise I would probably have to look at it to see if there is a way to make it work. Does the wheel work in other programs?
