Windows 7 home premium very slow, and freezes frequently,

windows 7 home premium very slow, and freezes frequently, requiring a reboot, which doesn't solve any problems.
I have a repair disk containing only 3 items
boot folder containiing
boot.sdi 3,096 KB
Sources folder containing
boot.wim 182,392 KB
Separate file
bootmgr 376 KB
If I put this disc into the disk holder with Windows up and running, nothing happens.
If I change the boot sequence so that the repair disc is booted from, I get the following error message
Error code 0x4001100200001012
but nothing else happens.
What does the error code mean?
A long time ago I was able to start only the Dell portion of the loading sequence, and reinstall Windows 7 in its factory state, and then use all of the files that I had saved on separate discs. I have not been able to find the way to do that again.
