Cannot open Surface RT! When I push the "On" button, then

Cannot open Surface RT! When I push the "On" button, then screen opens in all Black with the word "Surface" in the center in then jumps to screen 2 and there appears a White Circle (Large) with an outline of a battery with one vertical line then closes very quickly.
I had left this tablet on charge for a few weeks and now when I insert the charger the little lite DOES NOT come on.
PLEASE HELP....................

This is usually an issue with the Firmware, so I would first like you to do this please. Remove the charger from the surface and hold the power button to off for 35 seconds. Release, then connect the charger and try to turn on the surface Let me know the results please Thank you
