I am unable to sync my steps to my phone and laptop. I have over 3,000 and yet it only shows on mobile and laptop in the 600's.

Try the following:
Connect Vivosmart to PC via USB cable > Open Vivosmart folder > Open Garmin folder > Open Monitor folder > move all files out of this folder > disconnect Vivosmart from PC > sync device using Garmin Connect Mobile.
