New toshiba computer

new toshiba computer----had all data transferred from old toshiba to new one---had computer in to address very slow connection to any thing i try on computer-----called comcast --they chcked my signal--thats fine--speed is fine---just having problem with very slow connections to anything----

Hold windows key and press r
type taskmgr and click OK
Go to performance tab and tell me what % is cpu at and what % is memory at?

cpu is 5--------memory is 48

Close Internet Explorer.
Then, hold windows key and press R
Type, inetcpl.cpl and click OK
go to advanced tab
select Reset, put check on delete personal settings
then click Reset again.
Re-open Explorer, and see if it makes any difference to load speed.
