This call is 100% fraud, it was not from microsoft and no one monitors your computer or would call you out of the blue. Legitimate tech support companies do not do this.

If you did not let him into your computer or pay any money than you disregard everything that you were told.
If you did allow them access and pay money I would suggest you contact your bank. I am sure they will be familiar with the scam and possibly can reverse the charges.
Just explain that you were mislead on the phone and were lied to. Your bank may be able to get your money back for you.
Usually these scammers do not permanently harm your computer, they just sell you a bunch of things you do not need.
As I said, if you did not pay or allow them access to the computer then you can safely disregard everything you were told as it was all a lie and they were trying to trick you into paying them money.
