Can you do the following please

Click Start and type in

and click OK

The Service Box will open & scroll down Security Center, double-click to open the Security Center.

The setting should be Automatic (Delayed Start). If not, choose this

Below that box you'll see Service status. Make sure it shows: Running. If not, click the Start button below.

Then tell me if after doing this you still have the message please.
