Inetcpl.cpl is the Internet Explorer Control Panel

 

(the Same as if you clicked Tools>Internet Options > from Internet Explorer

Ok Lets do this

 

It may be a old start up program trying to Run

 

Click Start > In the serach Box , Type Msconfig >Press Enter

 

Click the start up tab then disable all > then click Apply /OK

 

Restart and test
