Verifiedi am not sure what you mean by "the web part starting"
try unplugging it removing the battary waiting 30 seconds then with battary and power disconected hold the power button in for 30 seconds
that will get rid of static electricity that can sometimes shut a laptop down.
you can also try opening the trap door in the back and making sure the memory chips are seated correctly and the hard drive is attached firmly.
the most likely cause for something like this is a fan going bad and the chips overheating. does it feel very hot and can you hear the fan going when you turn it on ?
