Try to right-click Computer, and click Manage.
Go to Users and Groups. Which users do you see there?

I right-click on computer, click on manage.... Computer Management window opens, "users and Groups" is not listed in this window
Tech Support Specialist: James, Sr. Computer Support Expert replied 8 years ago
Okay - so you are not logged in as administrator.

Try this:

  1. Open the command prompt with Administrative privileges by opening the Start Menu, and typing cmd in the search box, and then press Ctrl+Shift+Enter or click the Start orb, All Programs, Accessories, right-click Command Prompt and select Run as administrator.
  2. Type the following in the command prompt and press Enter after:

    net user administrator /active:yes

  3. Restart your computer and logon as Administrator.

You are definitly not an admin :)

Reboot the computer, and keep hitting the F8 key, before you see the Windows logo. Once in the recovery screen, select Safe Mode.
Login as Administratot, no password.
Once logged in, go to control panel, accounts, and make your own user an administrtor. Then reboot normally.

"the system administrator has set policies to prevent this installation" I've set no such policy
Tech Support Specialist: James, Sr. Computer Support Expert replied 8 years ago
Go to control panel and open Administrative Tools.
Go to the Local Security Settings.
Click on Software Restriction Policies.
If there are no software restrictions defined, you can right click on Restriction Policies and
Select New Software Restriction Policy.
Next, double click on the enforcement and
Select All users except local administrators.
Finally, click OK and reboot your computer.

Hello and welcome to JustAnswer~!

My name is XXXXX XXXXX I would like to assist you with your question.

I have read through your conversation with the previous expert and am up-to-date on what is happening. After reading the last couple replies it appears to me that you are infected with a virus that has altered the security permissions on your machine and is making it so that you can't download any software.

Both PC Security and System Security are what we call rogue antispyware programs. For information on them click either of the names below and it will take you to a link with more information.

-->PC SECURITY<--
or
-->SYSTEM SECURITY<--

My suggestion is to run a scan while in safemode with your mcafee program or if you have a secondary scanner like "Malwarebytes" run a scan with that. These viruses have been known to get in so deep though that they hide them selves from the currently installed antivirus software and won't allow you to download/install any new antivirus/antispyware software.

If you have the disks that came with your computer I would recommend that if the scans don't work you may wanna back all your important data up and then do a format and reinstall of windows.

PLEASE TEST THE SOLUTION BEFORE ACCEPTING MY ANSWER. IF AFTER ACCEPTING YOU ARE UNHAPPY WITH RESULTS PLEASE ASK FOR MORE HELP. PLEASE DO NOT LEAVE NEGATIVE FEEDBACK

Hi John, Thank you for your expertise and, more important, for your kindness because they make me, almost, look forward to my next computer problem. After the next problem comes, I'll be delighted to correspond again with you. I'm told that I excel at programing. But system administration has never been one of my talents. So it's great to have an expert to rely on when the computer decides to stump me. God bless, Bill
