Lets try and do a system restore to a previous date. Go to Start, Select Programs, choose Accessories and then System Tools. From there select System restore.

Once system restore comes up choose restore my computer to an earlier date. Select a date several days ago and then click next. your PC will reboot when finished. This should restore outlook. from there go into your control panel and go to add/remove programs and remove outlook2003 and from there then go ahead and install 07

Let me know if you need anything else.

Outlook 2003 was not installed. MS Office 2003 without the Outlook program was. Then we added Outlook 2007 with Business Contact Manager which was troublesome on it's own and Microsoft assisted in the key codes to make that work but the issue now remains the InfoPath failure. The computer has recenlty had a new Windows XP installation before we began the MS Office work. I have my doubts as to the system restore correcting this issue but will try it.
