Click Start, Run and type GPEDIT.MSCNavigate to Computer Configuration/Administrative Templates/System/System RestoreSet Turn off System Restore and Turn off Configuration to DisableRight click on My Computer and Select ManageNavigate to Services and Applications/ServicesNavigate to System Restore Service and double clickOn the General tab set [Startup Type] to Automatic using the drop down listClick the Start button to start the serviceClose the Computer Management consoleReturn to System Restore in Group Policy Editor and configure both to Not ConfiguredClose Group Policy Editor and reboot the system.
Try turning it off, then turning it back on....
Create a restore point and see if it works....
It says System Restore cannot br restored
Ok, try this:
turn off system restore, then
Are you logged in as an administrator?
Do you have any virus protection running like norton?

No, you really don't need to defrag at all these days, it can be done with 6%, it will just take longer...
