it seems your 25th port (outgoing port) is blocked by your ISP. this is a common problem. what you need to do is to change your port number to 587.
what smtp address are you using?
and what is your port?

yes, it seems your virginmedia service provider is blocking your ougtoing port.
please open your windows live mail.
go to tools >> accounts >> tools
select your account (select the first account) and press PROPERTIES button
go to ADVANCED tab.

did you talk with your VIRGIN SERVICE PROVIDER about this issue?
because this is not a TALKTALK problem. Virgin service provider blocks your 25th outgoing port so you are unable to send. (that's why you are able to send when you change your service provider)
(some service provider block some ports for spam protection.)
i was unable to find a fixit solution for vista.
what other accounts do you have rather than talktalk?

select view & change
select your hotmail account. press change
press MORE SETTINGS
go to SERVERS section, when you are there, please let me know

Can't send e-mail when using another ISP's e-mail account, Error 554 Most ISPs block access to their outbound (SMTP) mail servers unless you are connected to their broadband or dialup service. This is an attempt to restrict the abuse of their servers for sending SPAM. If only their customers can connect to the SMTP server then its easy to identify and deal with any people abusing it.
it seems talktalk does not allow you to connect to their smtp server because you are connecting to internet from another isp (virgin )
by the way, can you please open your talktalk account and go to ADVANCED (in windows mail)

yes, this is true. i am out of ideas. because configuration is correct.
as i said earlier. it seems talktalk is blocking the connection from virgin
in your talktalk settings, you can use your hotmail (or virginmail) SMTP settings.
so, when you send a message from talktalk account, it will use your hotmail smtp. so, FROM NAME will be seen as hotmail. BUT, you can change the REPLYTO section to your TALKTALK email.
so, you can send from hotmail, but, if recipient wants to send a reply, it will directly come back to your talktalk email
REPLYTO section can be changed from the GENERAL TAb
did you call talktalk and tell them about this issue?
