Create a small html file with the "saying" in the marquee line and then use the html file as your signature.
Let me show you how :-
Suppose your name is "XXXXX XXXXX" and in your signature you want your name to be followed by the saying "Life is precious, don't waste it" scrolling along the bottom of your signature, then your html file will look something like this :

Life is precious, don't waste it
</marquee>
</body>
</html>
Now instead of entering plain text for your signature, choose this html file as your signature. The text within the tags <marquee></marquee> will scroll along below your name. If you want your name to scroll as well then you would put that too within the marquee tags.
If you use Outlook Express as your email client, then to insert a signature go to Tools->Options->Signatures. Here at the bottom where it says "Edit Signature", click on the radio button "File" then browse to your file location and choose it. You can test it by sending a mail to yourself and seeing if the signature is as you want it.
If you know the basics of html then you can add fonts and colors as well to the text within the html file.
To create this small html file, open Notepad, type in the text as shown above, then save the file giving it a name and be sure to give the extension of ".htm" yourself instead of the default ".txt", for example your filename should be saved with a name like "signat.htm". Check that your html file is working properly by going to "My Computer", locate the file which should now have the icon of your browser (a big e if you use Internet Explorer), double click on it and it will run in your browser. You should see your signature with the scrolling line. If you have trouble creating the html file then let me know, I will help you.
