If you want a wireless signal to go as far as possible, having the router as high as possible, in an upper level of the house, is ideal, since 'signal spread' is greatest when the transmitting/receiving station is at a high level.

If concrete walls are getting in the way, then placing a range extender in the openings in that concrete wall, will best extend the signal beyond the concrete wall: a range extender device, you see, acts as a relayer or echoer of the main signal. So if the signal can reach into the hole or window in the concrete wall, it can echo the signal to areas beyond the wall, if the extender box is placed right in the hole (or window or door) through the wall.

Have you positioned the range extenders within any gap or hole or window in the concrete dividing wall, after making sure they do indeed repeat the signal?

Is it possible that the concrete walls are not the problem, and that you have cordless phones or cordless phone stations in the area, or other source of possible interference in the wireless bands?

Also... what is the symptom of the problem, overtly, in as it shows up in the devices, please?
