My I Pad is not connected to Internet.. Why

Technician's Assistant: Does your network appear in the Wi-Fi list on your iPad?

Yes and no. Right now not connected

Technician's Assistant: Which lights are solid and which are blinking on your router?

Wi Fi is blinking but bottom 2 lights are off

Technician's Assistant: Anything else you want the Mac Expert to know before I connect you?

I can't use Face Time or get my books.
