What is the status of the lights on the Belkin wireless router?

What all devices have you tried connecting wirelessly to it?

Have you tried connecting a computer to it using a wire?

Previously the router was setup as a home network. I have since restore factory settings and am attempting to reconfigure it under a new isp. It is connected via ethernet to my pc
