MY question is, if I had a problem connecting to the internet and I wanted to use the ipconfig /renew command to get a new Ip address would a DHCP Server have to be available to get a new IP address.

Yes, that's correct. The DHCP server job is to provide available IP addresses, so it has to be available. (Unless you set static IP address on the computer, then you don't need the dhcp server.)
