The busy flag is automated by default. Let's say for example, he loads up WoW at home. WoW is a full screen application. By loading it, MSN will automatically put up the busy flag. Once closing WoW, or "tabbing" out of it, it will return to green/available.
This applies to any application that uses the full screen flag, it also includes watching videos (youtube) and such.
It can manually be set to Busy as well, which is just another name for Do not disturb.
Anyway, once the busy flag is activated whether be it manually from him, or by an application that triggers it, it stops pop up messages and anything that can minimize the program.
Depending on what he does at work, I'd say he's likely signed in but keeps loading up applications such as the ones I described above. It could be as simple as putting a powerpoint presentation into full screen.
For WoW, its just a matter of turning the game on. For him to not be on the Busy status while in game, he'd have to manually set it not to be.
I hope that clears things up, please REPLY if you need further information about this. It'd be my guess that he's not changing it manually.
