Can not enter Time Machine from clock in top right side of my MacBook Air?

Technician's Assistant: How long has this been going on with your MacBook Air? What have you tried so far?

I just got the Seagate Slim for Mac yesterday, before that I used Seagate Backup Portable Plus, P/N 1D8AP8-500. But somehow now I cannot get either one To show up in the top under the clock. I cannot enter time machine!!
