My monitor screen has a dark blue transparent color. I can see normal desktop, browser results, etc. behind the blue screen.
JA: How much experience do you have with this particular machine?
Customer: Computer is about 5 years old, monitor about 1 year.
JA: Have you installed any updates recently?
Customer: Not that I am aware of

Sounds to me like a problem with the circuitry that is causing blue LEDs to be stimulated.

When you say "behind," you mean that the normal images are there but the colors are distorted?

Try shutting down and rebooting under the assumption that a power surge or some other electromagnetic effect temporarily affected the monitor. If the same kind of image recurs, replace the monitor.

BUT FIRST, double-check your display settings: make certain you have the proper aspect ratio and haven't imposed some oddball color scheme.
