Welcome, my name is ***** ***** I will assist you today!
When you say its bouncing.. Do you mean the icon for the program , or the document just jumps up and down, but doesnt open?
or do you mean the screens open, but jump around.. Please be as detailed as you can.
Thank you,
Dustin S

The image on my(dual) monitors bounces up and down. ...whether its a Word doc I am trying to work on or a web page I am trying to navigate. I am not even touching the mouse when the bouncing up and down of the image on my monitor screen starts upon opening the web page or the document.

By bouncing up and down.. Do you mean the webpage or document starts scrolling up and down on its own?
Or do you mean the program window itself is bouncing up and down?
You also mentioned having a mouse. If you unplug your mouse temporarily..
Does that stop the bouncing?
