so how can I resolve this. I just reinstalled Windows 7 and throughout the entire reinstallation, the screen was perfectly clear, even doing the windows updates, it was perfectly clear, but after the updates and the system rebooted a few times, it started with the lines again and the screen shifting. I've attached some pics that shows the different behavior when I navigate the screen and click on different areas.

You may have a number of different issues here, this could be software or hardware related.
I have seen this same type of behavior on other machines and it is usually due to the video card. Either you have a bad video card which may be overheating or possibly a video card driver issue.
Here is what you should do.
First go to the following link http://support.hp.com/us-en/product/HP-TouchSmart-300-Desktop-PC-series/4273627/model/4350625/drivers
Click scan now and make sure you have all of the most up to date drivers.
If you still experience the issue then you probably have a heating issue and the machine is overheating and the video card is not getting the proper cooling causing it to break up like that.
Make sure the computer is in a well ventilated area, do not have it placed against a wall or have anything close to the vents. Also make sure it is not right next to a heater or anything like could cause more heat.
Get yourself a can of compressed air and clean out any dust from the vents.
If you still have issues I would suggest you take it into a certified technician for proper repair because some hardware such as the video card or motherboard may have failed and need replacement and unless you hold any computer hardware certification I do not suggest you even open the computer on your own. If it is under warranty take it to an authorized service center.
