I have a Hermle 1151-053, just installed in a tall case

I have a Hermle 1151-053, just installed in a tall case clock. It is new never been used. Purchased it from S Larose several years ago. The chime hammers do not move freely when lifted manually. Springs are in tact but the hammers seem to be binding on their shaft.
