First check to see if the sprocket that is on the center is loose or out of position, next the sprocket might have a damaged or worn tooth. If you have chains check to see if the chain is twisted or kinked or there might be a damaged link that is causing the chain to stick when pulling up the weight it gets caught at that part of the chain.
