There are quite a few things that could be going on. You could have a mechanical failure preventing the top from moving, the problem may be hydraulic, or the power top control module may be seeing a component in an incorrect state due to a microswitch or wiring issue and is stopping operation intentionally. It's going to require some testing to determine exactly what is going on.
What message do you see on the instrument cluster when pressing the top button but the cycle isn't completing?
