Hello and welcome to JustAnswer!

There are several things that could be going on depending on exactly what you're experiencing. It may be the latch itself, the linkage may be stuck in the release position, there could be a striker or door adjustment issue, or the latch pawl may be in the closed position with the door open.

Does it get to nearly the point where it would close and then hits solidly and bounces back?

it does

You should note that the latch pawl is in the closed position then. If so then you'll need to insert a screwdriver where the striker would be, pull the handle to open and at the same time use the screwdriver to rotate the pawl back to the open position.

I have done that and it is stuck in the open position and doesn't latch

It's not hitting solidly against the pawl then.

If the handle linkage is not stuck in the release position then the latch is going to need to be replaced.
