Is it stopping, or does it seem like even though the pedal is hard it is not doing much?

You are going to want to check the vacuum line to the brake booster in the engine bay, and trace it back from there to the intake manifold, looking for any T fittings where it may be leaking. if the engine is running you should hear a hissing if there is a leak
