Hello and welcome to JustAnswer!

You could have a handful of things going on. It may be a blend door or actuator issue, low coolant level or a restriction in the heater core.

Do you have a dual zone system?
Does the engine reach normal operation temperature and stay there?

Has the coolant level been checked?
